We are looking for a SDoH (Social Determinants of Health) HIE (Health Information Exchange) Business Analyst for the Health IT Division of the Health Information Office (HIO)!

The Health IT Division of HIO exists to manage and coordinate projects related to Health IT initiatives at HCPF. The work unit coordinates Heath IT initiatives with other State agencies, including coordination with the Governor's Office of eHealth Innovation (OeHI), the Office of Information Technology (OIT), the Department of Public Health and Environment (CDPHE), and the Department of Human Services (CDHS) to maintain a cohesive strategic approach among these agencies. The work unit supports the Department and the Health Information Office in the oversight and coordination of Health IT initiatives through the creation of Health IT strategy, project planning, coordinating requirements documentation, reviewing detailed system design approaches, proposing systems solutions, and implementing systems solutions to support Department policies. The unit directs activities that influence policy staff, business analysts, developers and programmer deliverables. This unit identifies and coordinates system changes to support improved performance and accurate, and timely eligibility determinations. This work unit is also responsible for operations, security compliance and strategic planning to achieve required compliance with federal eligibility and enrollment regulations. The work unit directs and supports various state and federal reviews and audits of the systems by providing data and interpretation of configurations to explain system performance. Finally, the work unit is also responsible for advanced planning documents (APDs) and financial management for the aforementioned activities.

This position can work fully remotely from anywhere in the State of Colorado.

**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**

Description of Job

WHAT YOU'LL BE DOING AS SDOH HIE BUSINESS ANALYST:
  • Staff Authority implementing the Community Based Organization (CBO) interfaces and other external data interfaces for the SHIE project implementation, including but not limited to projects that impact the SHIE, working with other Health Information Office (HIO) project teams as well as internal and external stakeholders, the SHIE system vendor, and subject matter experts (SME) as it relates to the scope of SHIE project.
  • Support the business analyst needs of the Office of eHealth Innovation Social Determinants of Health (SDoH) Health Information Exchange (SHIE) project.
  • Elicit, interview, and document OeHI, HCPF and CBO policies, rules, regulations, and business requirements for the SHIE project implementation.
  • Primary liaison between HIO, CBOs, internal and external stakeholders, and HCPF leadership and the SHIE vendor.
  • Collaborate closely with the SHIE vendor on the implementation of new CBO data interfaces and any interface enhancements, as well as issue resolution and troubleshooting where necessary.
  • Provide regular updates and technical expertise to the Department, including HIO leadership, assists with systematic and procedural testing and implementation, and responds to a variety of related inquiries.

MINIMUM QUALIFICATIONS:

There are two ways to qualify for this position:

Option 1:

Experience Only:

Seven (7) total years of professional experience performing business analyst duties, including:
  • documenting business requirements
  • managing project stakeholders
  • creating workflows
  • supporting requirements validation
  • training/assisting users and/or testers on a large system, or similar
Option 2:

Education and Experience:

Bachelor's degree from an accredited institution in Health Care Administration, Human Services or Social Services, or Business Administration,

AND

Three (3) years of professional experience performing business analyst duties, including:
  • documenting business requirements
  • managing project stakeholders
  • creating workflows
  • supporting requirements validation
  • training/assisting users and/or testers on a large system, or similar
Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:
  • An associates will count as two years of experience
  • A bachelors will count as four years of experience
  • A masters degree will count for six years of experience
  • A doctorate or juris doctorate degree will count for seven years of experience
PREFERRED QUALIFICATIONS
  • Previous relevant professional state experience
  • Masters Degree in Public Health or Business Administration
  • Professional experience working with:
    • Social care delivery or administration, including initiating or receiving referrals for SDoH services (e.g., housing or food)
    • Medicaid or Medicaid programs
    • Clients and/or programs and services that support people experiencing homelessness and/or people managing substance use disorder
    • Electronic health records (EHR), third-party closed loop referral platforms, and/or community resource inventory data (e.g., Colorado 211)
DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
