About the R2C2 IDIQ: The Space Rapid Capabilities Office, a specialized unit within the U.S. Space Force tasked with fast-tracking critical space technologies, selected 20 companies for an Indefinite-Delivery/Indefinite-Quantity (IDIQ) multi-year contract for the development of ground-system software. The estimated $1 billion IDIQ contract – a pre-negotiated agreement between the government and multiple vendors – is for a program known as R2C2, short for Rapid Resilient Command and Control, focused on developing a next-generation ground system built on a commercial cloud architecture.

RESPONSIBILITIES:

· Responsible for the cost, schedule, and technical performance of the R2C2 program. Accountable for programmatic and financial commitments (awards, sales, profit and cash). Lead programmatic and financial risk and opportunities management to achieve financial targets.

· Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of the R2C2 contract.

· Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.

· Develops new business or expands the product line with the R2C2 program office and their constituents/end users.

· Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.

· Directs the work of employees assigned to the program from technical, software development, and administrative areas.

· Partner with functional leadership to deploy qualified resources and improve processes, tools and training to meet customer demands. Evaluate and implement program and product best practices.

· Serve as a subject matter expert amongst our customer community soliciting feedback, deriving requirements, providing input and implementing lessons learned.

· Prepares, develops and coordinates the integration plans and integrated schedules to meet all contract objectives.

QUALIFICATIONS:

· Experience interfacing with customers on United States Space Force (USSF) programs

· Proven experience and skills in team building, time management, conflict resolution, communication, briefing, presentation, strategic thinking, marketing, and literacy in the program management disciplines.

· Proven leadership abilities inclusive of successful change management, mentoring, career development, training, succession planning, holding people accountable, and conducting yearly reviews.

· Strong analytical background with the evaluation of requests for proposals and/or quotes. Experience with preparing, reviewing, and submitting proposals and/or quotes

· Experience managing engineering or software development programs

· Bachelor’s Degree and a minimum of 10 years of prior relevant experience or, Graduate Degree and a minimum of 7 years of prior related experience.

· Active TS/SCI US government security clearance with SCI eligibility

PREFERRED QUALIFICATIONS

· Prior experience supporting USSF R2C2 related programs such as Enterprise Ground Services (EGS) or Ground Command, Control and Communications (GC3)

· Software development, SATCOM system and technical management experience with Space Force

· Strong oral and written communication and interpersonal skills

· Ability to establish new & further refining existing templates, tools, & guidelines for program documentation & execution
