The Professional Development Program Manager will help plan, conduct, facilitate, and administer programs that train employees and improve their skills and knowledge by preparing, facilitating, monitoring, evaluating, and documenting training activities for the organization. The Professional Development Program Manager is also responsible for communicating with committees and managers to identify training needs and map out development plans for teams and individuals. This role ensures that all training programs align with organizational goals, legal requirements, and best practices in animal welfare and organizational development.
Key Duties and Responsibilities
Program Management
- Develop, coordinate, and oversee organization-wide professional learning programs in alignment with company goals and initiatives through outsourced or in-house resources in accordance with training timelines and departmental needs.
- Select and facilitate various training delivery methods, including classroom instruction, virtual training, on-the-job coaching, and other options.
- Market available training opportunities to employees and provide the necessary information.
- Conduct organization-wide training needs assessment and identify skills or knowledge gaps for new and existing employees.
- Collaborate with the Operations Training Coordinator and ALE Training Sergeant to synchronize and optimize training efforts.
- Align and optimize the use of shared training systems and methods.
- Use known educational principles and stay up to date on new training methods and techniques.
- Design, prepare and order educational aids and materials.
- Maintain curriculum database and all recorded material.
- Maintain staff training records and report Professional Development hours and participation.
- Research a variety of information (such as courses, materials, training consultants, so forth) to develop new programs that meet staff training needs.
- Perform administrative tasks such as monitoring costs, scheduling classes, setting up systems and equipment, and coordinating enrollment.
- Issue, revoke, track, and maintain educational platform training licenses.
- Maintain control of budgets, including approving invoices and preparing financial reports.
- Ensure compliance with local and state laws, as well as best practices around animal welfare and sheltering.
Employee Development
- Facilitate DiSC and other evaluations and trainings and maintain the organization's Wiley Epic Platform.
- Host train-the-trainer sessions for internal subject matter experts.
- Review and support the development of new hires through individual coaching and support.
- Facilitate New Hire Orientation in collaboration with Human Resources
- Facilitate the "Buddy" Program for all new hires
- Lead the planning and execution committee for the organization's annual Wellness Fair
- Collaborate with managers, leaders, and trainers to address specific training challenges.
- Inspire staff to excel in their tasks and foster teamwork to achieve organizational goals.
Training Logistics and Materials
- Coordinate logistics for training activities, including venues and equipment.
- Manage and maintain Paylocity Learning Platform; including course catalogue, scheduling, and learning tracks. Act as the primary administrator for SystemHub and other resource platforms
- Use and train staff to use SystemHub software and maximize potential and efficiency for organizational standard operating procedures.
- Responsible for ensuring training manuals and materials are up to date and posting updated copies on HSPPR intranet and other platforms, as necessary.
Program Review, Monitoring, and Development
- Communicate the goals, plans, and progress to department managers and directors.
- Regularly review and monitor the engagement of employees with Continuing Education requirements.
- Report monthly to leadership on the progress and accomplishments of employees through the Professional Development Program.
- Assess program impact by gathering feedback from trainers and trainees after each educational session to ensure they are current and effective and that training activities achieved their intended goals.
- Ensure staff receive consistent information and training on organizational practices as well as our mission, vision, and core values.
- Collaborate with volunteer services to expand operations training curriculum to volunteers.
- Develop curriculum and training opportunities for volunteers to help support ongoing development and collaboration with volunteers.
Staff Management
- Utilize performance-based management when counseling and evaluating staff and set measurable goals for employee growth.
- Recognizes good performance and counsels staff to correct problems.
- Meets with direct reports regularly and documents meeting and assignments to ensure timely follow-through.
Other
- Represents HSPPR in a professional light and promotes HSPPR mission, values, and goals.
- Partner with the Grants Manager to find, apply for, and integrate educational grants with current programs.
- Ensure minimum standards for established grants are met and records are maintained and reported as necessary.
- Assist in the development of the annual Wellness Fair in collaboration with Human Resources.
- Commitment to the mission, values, goals, and success of HSPPR.
- Appropriately documents observed animal behaviors utilizing objective language as required in relevant procedures and policies.

Operations Training Coordinator
Physical Demands
- Regularly sits at a computer station, often in a shared office environment.
- The employee must regularly lift and move 25 or more pounds of moving weight and occasionally lift and move up to 40 or more pounds of moving weight.
- May be occasionally required to climb or balance, stoop, kneel, crouch, and crawl.
- Regularly required to sit, reach with hands and arms, talk, hear, and is frequently required to stand and walk. May be expected to be on feet for extended periods.
- Consistently exposed to animals in the workplace and animal allergens under conditions with limited alternatives available.
- Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, and depth perception.
- Regularly exposed to noise and potential exposure to hazardous weather conditions.
- Potential exposure to cleaning supplies and other substances containing toxic or caustic chemicals.
Schedule Requirements
Schedule may include weekend and evening work.
Eligible for hybrid scheduling with up to three remote days per week.
Education/Experience Necessary
- Ability to effectively read, write, interpret, communicate, perform basic problem solving, and perform basic math as commonly expected from completion of a High School Diploma or Equivalent Education.
- Bachelor's Degree in a related field (education, training, human resources, or related field) preferred.
- Three (3) or more years of Learning Management Systems, Training Coordinator/Facilitator, and Instructional experience preferred
- Proficiency with office technology, communications, and systems including Microsoft Office products, computers, phones, printers, scanners, and copiers required.
- Experience in animal sheltering, animal welfare, and animal handling preferred.
- Valid US State Driver's License required.
- Ability to obtain DiSC Facilitator Certification within six (6) months of hire.
- Knowledge of current curriculum trends, teaching methods and strategies; leadership development; adult learning theory and professional development; planning and project management; and collaboration, coordination, and facilitation of workgroups.
