Job Summary: Army Ready and Resilient Performance Centers provide instruction in the areas of resilience, positive psychology, and performance enhancement to U.S. Army and Department of Defense (DoD) personnel, their families, and Department of the Army (DA) civilians at 35 Army installations within the United States and Overseas. The Instructional System Specialist serves as a member of a Curriculum Development Team who lays the framework for the curriculum to be executed regularly at unit-based Training Centers, Warrior Transition Units (WTUs), Mobile Training Teams and other unit locations. The Instructional System Specialist designs, develops, implements, and evaluates enterprise-wide learning solutions in support of the Army’s Master Resilience Training Program. They partner with Subject Matter Experts (SMEs) and key stakeholders to develop learning paths and curriculum content that reflects sound instructional design based on adult learning principles and best practices. They display demonstrated expertise in instructional design systems, learning technologies and adult learning best practices. The Instructional Systems Specialist acts as technical expert and liaison with the client and other Government or organizational SMEs.

Essential Duties and Responsibilities:


  • Manages multiple facets of curriculum development, school engagement, review of pilot content, and adaptations to the various curriculums supporting Army Resiliency Training.
  • Updates the current resilience curriculum based on the Master Resilience Trainer course, the Ready and Resilient performance enhancement program, and the Walter Reed Army Institute of Research resilience first aid initiatives, and other programs and best practices.
  • Possesses and provides expertise in the full life cycle of instructional design processes (i.e., ADDIE or other industry accepted models) to design, develop and implement effective instructional materials, learning resources and content.
  • Maintains progressive knowledge of the trends in instructional design, learning methodologies and learning technology solutions.
  • Routinely researches current trends, tools and techniques associated with content/curriculum design and development.
  • Creates design standards and templates and integrates technology-based tools into the development process.
  • Evaluates and assesses the instructional effectiveness and business impact of programs and supports the continuous improvement of learning solutions.
  • Possesses ownership and accountability for large scale learning and development initiatives.
  • Partners with internal customers to clarify objectives, identify performance gaps and recommend appropriate solutions.
  • Leads projects including negotiating project scope and timeline, meeting all deadlines within quality expectations.
  • Actively communicates with stakeholders and ensures solutions have demonstrable desired impacts.


Education and Qualifications:

  • Master’s degree in a field of instructional design, curriculum and instruction, education (with a focus on curriculum and instruction), or equivalent field.
  • At least five years of experience in curriculum development.
  • Experience with the military as a military member, civilian, or contractor is desired but not required.
  • Must have completed course work or possess experience in the following four areas:
    • Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  • Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and

    • design methods to the improvement of instructional effectiveness.
      • Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments
  • Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives,

      • training strategy, validating training materials, and evaluating training.
    • Effective interpersonal skills.
    • Ability to develop curriculum independently or as a member of a team.
    • Project management skills with ability to complete multiple projects with tight time frames in a matrixed environment.
    • Strong organizational, time management and attention to detail.
    • Excellent written and communication skills.
    • Expert in use of Microsoft Products including Word, PowerPoint, and Excel.
    • Experience with remote training using asynchronous meeting tools such as NetMeeting, Webex, Adobe Connect, GoTo Meeting or similar applications.
