Scope of Work:
Primary purpose of this position is to updates to the Air Forces NexGen asset management database and produce reports as required and performs cost estimates for Capital projects.
Responsibilities:
- Assists Programmer in Civil Engineering in complying with legal and regulatory requirements when finical programming MILCON, SRM O&M, Medical and NAF facility projects including preparing DD Form 1391s, Military Construction Project Data. Researches, interprets, analyzes, and applies proper Air Force Instructions (AFIs), especially AFI 32-1020, Planning and Programming Built Infrastructure Projects, Unified Facilities Criteria (UFC's), U.S. Code, guidelines, pamphlets, policies, letters, when finically programming facility and infrastructure projects.
- Monitors coordination/approval process for converting work requests into contract projects to include validating proper work classification during programming, design, and construction to ensure statutory project approval is obtained from the correct approval authority.
- Implements metrics and analyzes systems/processes to ensure actions are efficient, timely, and reviewed at critical points.
- Develop, plan, and ensure customer proponents justify capital improvement projects for USAFA facilities.
- Performs self-inspection in accordance with Air Force inspection criteria and prepares/presents detailed and comprehensive reports with any corrective action taken to the Portfolio Optimization Manager.
- Follows-up to ensure complete and quality resolution of discrepancies.
- Implement tracking procedures for all taskings and packages being coordinated.
- Ensures customer facility and infrastructure requirements are converted into facility projects that are properly documented, prioritized, authorized, approved, and funded (this is called "programming") in accordance with all laws, policies, and regulations.
- This includes multiple facility funding sources such as Military Construction (MILCON), Sustainment, Restoration & Modernization (SRM) Operation and Maintenance (O&M), Medical, Non-Appropriated Funds (NAF) and Demolition.
- Maintains information in the NexGen asset management database and helps prepare presentations for and responses to installation leadership on facility project programs.
- Helps prepare initial planning cost estimates using parametric cost estimating tools for facilities and infrastructure maintenance, repair, and construction projects.
- Responsible for long, mid, and short-range project planning of tasks, providing day-to-day task management of subordinate programmers, and ensuring timely completion of tasks to meet all AF Civil Engineer Center, USAFA Staff, and internal program deadlines.
- Trains subordinates, project managers, other team members, and appropriate government personnel as appropriate on complex statutory driven programming requirements including NexGen asset management database, programming processes and procedures, document submittals, design reviews, executive secretariat responsibilities for running wing commander chaired Installation Facilities Board, other required meetings and AF required filing structure.
- Authorized to directly coordinate finical programming actions with government counterparts to ensure synchronized work efforts in building 5-year facility priority lists including planning, design, and construction projects. Responsible for daily task management of subordinate programmers.
- Reports directly to the Portfolio Optimization Manager.

Minimum Requirements:
- 2-5 years of experience working in Air Force Civil Engineering organizations or other military Services (Army, Navy, Coast Guard) Department of Public Works organizations providing programming, design, and/or construction documentation is preferred.
- Knowledge of the Civil Engineering and Air Force funding processes and funding sources including MILCON, O&M (SRM) and NAF. NAF funding includes privately funded and donor funded projects.
- BS degree in Architecture or Engineering from ABET accredited university program preferred.
- Must be able to work in a professional office setting including collaboratively engaging customers, peers, and leaders in performance of duties assigned.
- Have a basic knowledge of Geo-base and proficiency with Microsoft Software (Excel, Word, Power Point, etc).
- Familiarity with Parametric Cost Engineering System (PACES) estimating software is strongly desired.
- Must maintain licenses and/or credentials required for this position.
- Ability to speak, read, and write English.
- Must possess the ability to interact well with others in a team setting ability or alone and be able to change jobs on short notice.
- Must be capable of working under tight time constraints in a high-volume environment with multiple priorities.
- Highly motivated, flexible organized and must be detail oriented.
- Strong customer service and interpersonal skills.
- Must be able to maintain ability to access government worksite.
- Must have practical knowledge of worksite safety, occupational hazards, and standard safety practices.
- Must be able to work alternate and extended shift schedules when necessary to meet the customer's mission requirements, including weekends and holidays.
- Must be able to perform on-call duties when necessary and report to work within the required timeframe from notification.
- Must have and maintain a valid state driver's license to operate a company vehicle.
- Must have a safe driving record, as defined by Company policy, to operate a company vehicle.
- Must be able to successfully complete a drug/alcohol test and a criminal record check.
