Responsible for the operation and supervision of the Project Management Office (PMO) Business Analyst practice for the Digital, Strategy, and Technology (DST) Department. Develops a comprehensive understanding of customer operational business needs to assist in the research, development, delivery and organization of technical recommendations, services, and solutions. Supports a complex technology infrastructure consisting of a network of desktops, platforms, servers, routers, hubs, and telecommunication equipment.
Essential Duties/Responsibilities:
- Manages PMO business analyst practice and assigned staff; provides guidance, mentorship, and training. Conducts performance evaluations and motivates staff to reach peak productivity and performance; participates in the hiring and disciplinary process.
- Oversees team development, changes, objectives, and plans to achieve key results/impact.
- Works with customers to understand and document business problems, needs, values, and benefits to support the PMO in the project intake process.
- Writes technical and end user software and system documentation.
- Writes requirement specifications according to standard templates, using natural language simply, clearly, unambiguously, and concisely.
- Works closely with internal service providers (developers, operations personnel, specialists, project managers) and a variety of end-users to ensure technical compatibility and user satisfaction.
- Decomposes high-level business requirements into functional requirements at an appropriate level of detail; prepares requirement specifications for review and approval according to standard templates.
- Creates, documents, and owns the Requirements Traceability Matrix.
- Tracks requirement status and manages changes to baseline requirements through effective application of change control processes and tools.
- Researches, analyzes, translates, validates, compiles, documents, and monitors the operational business needs of DST customers.
- Participates in or leads the communication between customers and internal service providers, including developers, operations personnel, specialists, and project managers.
- Identifies ways to assist system and service management/planning through requirement development and analysis. Proposes new product features and updates.
- Identifies project stakeholders and user classes. Documents user class characteristics. Identifies appropriate representatives for each user class and negotiates user responsibilities.
- Establishes and implements effective requirement practices, including use and continuous improvement of a requirement process. Assists with the development of the organization's requirements engineering policies, procedures, and tools. Implements ways to reuse requirements across projects.
- Elicits requirements using interviews, document analysis, requirements workshops, storyboards, surveys, site visits, business process descriptions, use cases, scenarios, event lists, business gap analysis, current state versus future state, competitive product analysis, task and workflow analysis, and/or viewpoints. Validates gathered requirements with subject matter experts and DST staff to ensure accuracy.
- Develops a comprehensive understanding of the direction, structure, governance, and drivers of customer organizations and shares knowledge with peers through discussion or documentation.
- Decomposes high-level business requirements into functional requirements at an appropriate level of detail that is suitable for use by those that base their work on the requirements.
- Critically evaluates the information gathered from multiple sources, reconciles conflicts, decomposes high-level information into details, abstracts up from low-level information to a more general understanding, distinguishes presented user requests from the underlying true needs and distinguishes solution ideas from requirements. Prepares a solution assessment for review and approval by senior level staff and presents findings to customer.
- Leads or assists with system integration testing, user acceptance system, and software testing to validate Requirements Traceability Matrix.
- Leads or assists with quality assurance testing of software and system patches and updates prior to production release.
- Leads or assists with development of training plans and materials/tools; conducts training to end-users/administrators of assigned projects.
- Performs other duties as required.
Supervision Exercised: This classification requires supervising and monitoring performance for a regular group of employees or unit(s) including providing input on hiring/disciplinary action and work objectives/ effectiveness, performance evaluations, and realigning work as needed. A first-line or second-line supervisor typically performs these tasks.
Supervision Received: Receives administrative supervision. This classification typically performs job duties and resolves conflict according to their own judgment and initiatives, requesting supervisory assistance only when necessary. Special projects are managed with little oversight, and assignments may be reviewed upon completion. Performance reviewed periodically.
Qualifications
Knowledge, Skills & Abilities:
- Skill in modeling and the ability to represent requirements information in graphical forms that augment textual representations in natural language including using modeling languages already established in the development organization.
- Strong organization and time management skills with attention to detail.
- Strong customer service skills required.
- Must possess excellent listening and interpersonal skills, including the ability to understand and detect non-verbalized questions and concerns. Ability to communicate effectively both verbally and in writing in both technical and user-friendly language.

Required Education & Experience:
- High school diploma or equivalent education.
- Four years of experience as a business analyst.
- Associate’s degree in a related field may substitute for one year of the required experience.
- Bachelor’s degree in a related field may substitute for two years of the required experience.
- Four years of leadership experience.
Preferred Education & Experience:
- Bachelor's degree with a computer science, information systems, business, or related field.
Licenses/Certificates:
- Must possess and maintain a valid driver's license.
- Professional Business Analyst (PBA) certification from PMI preferred.
Pre-Employment Requirements:
- Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
Work Conditions:
- Duties are primarily performed in an office and remote work environment dependent on Department discretion and business needs; some travel may be required.
