Description / Position Overview
GIS Supervisor (Engineering Supervisor)
The City of Colorado Springs is seeking a skilled and motivated GIS Supervisor to lead and manage the Geographic Information System (GIS), Records Management and Business Support operations within the Public Works Operations and Maintenance Asset Management Team. This position requires leadership, project management, and GIS expertise to streamline operations, manage resources, and ensure compliance with state mandates. The successful candidate will support a team responsible for reviewing 811 tickets, providing emergency response, review and prioritize GIS and Records Management projects and maintaining relationships across multiple departments. This is a critical role in the City's third-largest division, with opportunities to work on diverse projects and interact with various departments and external partners.Benefits Offered:

This Job Includes:
Supervise and coordinate the business unit's GIS activities, including 811 ticket review, records, project management, and emergency response.
Manage resource allocation, ensuring the team meets deadlines and maintains service quality across the organization.
Oversee the development and maintenance of GIS datasets and applications using the ESRI product suite.
Design and implement GIS databases, ensuring integration with existing systems and alignment with City IT requirements.
Collaborate with internal departments, such as Public Works, Parks, Recreation and Cultural Services, Risk Management, and other internal customers with infrastructure asset management, to support emergency operations and resolve damage infrastructure claims.
Support project management efforts, handling budget planning, resource allocation, and cross-departmental coordination.
Supervise and mentor GIS, Records Management and Business Support Team, fostering collaboration and providing technical guidance on complex challenges.
Lead the team in emergency response situations, to address urgent utility location needs.
Respond to customer requests; interact with contractors, coworkers, the public, and other agencies for assigned programs and partnerships.

Relevant Knowledge, Skills and Abilities:
Knowledge of Geographic Information Systems (GIS) principles, including the design, development, and management of GIS databases and applications
Expertise with ArcGIS, with the ability to leverage it for utility locating, asset management, and emergency response operations
Understanding of the utility locating processes and procedures, including 811 ticketing systems and the state mandates related to utility marking and damage prevention.
Knowledge of project management methodologies, including resource allocation, timeline management, and coordination across multiple departments.
Familiarity with municipal infrastructure and public sector operations, specifically relating to risk management, asset management, and emergency response functions.
Knowledge of database integration and GIS software configuration in alignment with IT policies and industry best practices.
Minimum Qualifications
Bachelor's degree from an accredited college or university with major coursework in Information Technology, Computer Science, GIS, or a related field from an accredited college or university.
Three years of full-time professional experience in GIS, including two years in a supervisory/lead role.
Possess, or obtain upon hire, and maintain a valid, non-probationary Colorado driver's license not subject to restriction related to alcohol and/or drug violations or pending charges
