Maximus is seeking an experienced Continuity of Operations (COOP) Planner to support a Homeland Security customer. The COOP Planner will be responsible for developing, maintaining, and implementing continuity plans and procedures to ensure mission-essential functions can continue during emergencies or disruptions. This role requires a strong background in technical writing, risk analysis, and federal continuity planning.


This is an on-site position that requires a Secret Clearance.

Job-Specific Essential Duties and Responsibilities:
- Develop and maintain comprehensive COOP plans, policies, and procedures in compliance with federal continuity directives (FCD 1 & 2), National Incident Management System (NIMS), and Homeland Security Presidential Directives (HSPD-20).
- Conduct risk assessments, business impact analyses (BIA), and vulnerability assessments to identify critical functions and recovery priorities.
- Prepare technical documentation, reports, and presentations to support COOP initiatives and ensure compliance with federal agency requirements.
- Assist in the design, execution, and evaluation of COOP exercises, tabletop drills, and after-action reviews (AARs) to test and improve resilience strategies.
- Collaborate with internal and external stakeholders, including DHS agencies, emergency management teams, and senior leadership, to integrate continuity strategies across operations.
- Provide recommendations for emergency preparedness, crisis management, and disaster recovery strategies.
- Ensure compliance with federal agency requirements and provide policy guidance for COOP program improvements.


Job-Specific Minimum Requirements:
- Active Secret clearance (must be obtained prior to start).
- Due to contract requirements, must be a US citizenship without duality.
- 10+ years of experience in continuity of operations planning, emergency management, or related fields.
- 5+ years of experience in technical writing, including policy documentation, reports, and federal agency compliance materials.
- Experience supporting a federal agency in COOP planning or emergency preparedness.
- This contract requires rotational on call support, must be available during your on call rotation.
- Must reside within a commutable distance for daily onsite work and on call requirements.


Preferred Skills and Qualifications:
- Recent experience working with DHS agencies such as FEMA, TSA, CBP, ICE, or CISA.
- Familiarity with Homeland Security Exercise and Evaluation Program (HSEEP) methodologies.
- Knowledge of federal continuity planning standards, including NIST, FEMA, and ISO 22301.
- Certifications such as Certified Business Continuity Professional (CBCP), FEMA COOP Planner, or PMP.
